I know what you mean, I was on a forum the other night and thought I'd lost an hour somewhere.
You need to change it via your profile in the User Control Panel - as diffrent people run in diffrent timeszones thats how it works with the forum software.
If you go to User
Control Panel >
Board Preferances and then untick the
Summer Time/DST is in effect box all should be well again
